Volunteer police serve at all levels of government.

At the national level, the roles of the Corporation for National and Community Service (CNCS) and the Federal Emergency Management Agency (FEMA) Corps are outlined. Chapter 3 presents an overview of the early history of volunteer police involving such groups as Native American military societies; militia units; slave patrols; the watch and ward; the posse and anti-horse thief society members; vice-suppression societies; boy police; and early volunteer caseworkers.
